Rudd's education revolution 3 out of 10

Recently released - Australia’s Education Revolution: How Kevin Rudd Won and Lost the Education Wars – written by Dr Kevin Donnelly, one of Australia’s leading educational commentators.
 
During the 2007 federal election campaign Kevin Rudd promised an education revolution. Initiatives include: a national curriculum, national testing, every school’s performance being made public, national teacher registration, computers for every school and a multi-billion dollar school infrastructure program.

While the rhetoric is attractive, it’s clear that Rudd’s education revolution is more about spin than substance, implementation has failed and the very changes needed to raise standards are denied.
 
•    The billion-dollar school infrastructure program is being investigated by the Commonwealth Auditor-General and the budget for the computers in schools program has blown out by millions.

•    Minister Gillard justifies increased testing and ranking schools by arguing such approaches have worked in New York and in England.  Wrong!  New York’s standards have flat-lined and the prestigious U.S. Board of Testing and Assessment recently warned the Secretary of Education that testing leads to teachers teaching to the test and vital subjects like music, art and literature being ignored.  In England, naming and shaming schools have failed to raise standards and testing is being cut back.

•    While international research shows that the best way to raise standards is to give schools autonomy and allow them to compete, under the Rudd Government education is centralized, micro-managed and all roads lead to Canberra.

•    The federal government’s approach to education is ideologically driven and government and non-government schools, as a condition of funding, are being forced to implement the ALP’s Cultural-left agenda.
