New York example has failed

Minister Gillard argues that we must have NAPLAN and results must be made public because such an approach has raised standards in NY.  Not true, as argued by Sol Stern in the City Journal, in NY standards have flatlined, teachers and schools are pressured to cheat and the curriculum has been narrowed.  Grade inflation has also led to falling standards.
